Bill Overbeck has a Special Perk called Borrowed Time. Each time a Survivor is unhooked by Borrowed Time’s user, the perk is triggered.
What Does Borrowed Time Perk Do?

After unhooking a Survivor within the Killer’s Terror Radius, any damage that would normally kill the unhooked Survivor instead gives them the Deep Wound status effect for 15 seconds. The survivor has a little bit of time to get better.
If the unhooked Survivor takes any damage while Deep Wound is active, or if the timer for Deep Wound runs out, the unhooked Survivor goes into the dying state right away.
When you unhook a survivor, they keep the effect of their Endurance status for an extra 6/8/10 seconds depending on their tier level and their movement speed increases for an extra 10 seconds.
